Sub-Department of Local Transformation

Under the authority of a Deputy Director, Sub-Directorate of Local Transformation is responsible for:

- Design and implementation of policies, strategies and programs for local processing of agricultural, forestry and mining, in conjunction with the authorities concerned;

- Monitoring the coordination of government interventions in the local processing of agricultural raw materials, forestry and mining;

- Monitoring of compliance on the local processing of agricultural raw materials, forestry and mining, in conjunction with the authorities concerned; - The promotion and implementation of programs and projects, equipment procurement local processing, preservation and packaging of raw materials, in conjunction with the authorities concerned;

- The support and advice and support for operators in the sector of the local processing;

- Monitoring the implementation of local processors of agricultural, forestry and mining, according to the National Cadastral Plan and the land, in conjunction with the administrations concerned;

- To support companies in partnership, financial arrangements, financing of investment projects in the field of local processing in conjunction with the authorities concerned;

- Dissemination of statistical and technical documentation for developers of business local processing of agricultural raw materials, forestry and mining, in conjunction with the authorities concerned;

- Facilitation of the establishment of platforms for local cooperation between local processing companies, inventors, scientists and organizations applied in conjunction with the administrations concerned research;

- Controlling the activities of industries processing agricultural raw materials, forestry and mining, in conjunction with governments and agencies - Monitoring the coordination of government intervention on the processing of agricultural raw materials, forestry and mining.

It includes:

- The Service of Local Transformation of Mining Products;

- The Service of Local Processing of Agricultural Products,

- The Service of Local Transformation of Forest Products.

The services referred to in Article 45 (2) above shall, each within its sphere of competence:

- The implementation of coordination of government interventions for the local processing of agricultural raw materials, forestry and mining;

- The promotion and implementation of programs and projects to acquire equipment for local processing, preservation and packaging of mineral, agriculture and forestry raw materials; - Dissemination of statistical and technical documentation for developers of local processing companies and economic agents involved;

- Facilitation of the establishment of platforms for local cooperation between local processing companies, inventors, scientists and organizations applied in conjunction with the administrations concerned research;

- Information and guidance developers and economic agents about the raw material and its optimum utilization, technology, markets and competitiveness in the context of implementation, expansion or consolidation of local processing plants;

- Activities to ensure consistency of layout plans of local processing enterprises of mining, agricultural and forest products, with the national cadastral plan and the land use in conjunction with the authorities concerned;

- The Business Council in partnership, financial arrangements, financing of investment projects in the field of local processing;

- Information and support for actors on tax measures and incentives that apply to projects of local processing of agricultural raw materials, forestry and mining;

- Sensitization, training and capacity building of stakeholders in the areas of local processing, preservation and packaging of agricultural, forestry and mining products,

- The implementation of control activities of local industries processing agricultural raw materials, forestry and mining.

Each service includes, in addition to the Head of Service, two (02) Studies engineers.

National Brigade for the control of mining activities

Under the authority of a Head of National Brigade, the National Brigade for Control Mining Activities is in charge of:

• the implementation of the Government's strategy for the control of mining;

• the organization and supervision of team activities Mining Control;

• the enforcement of regulations relating to mining activities;

• monitoring compliance with clauses of the specifications by the mine operators, in conjunction with governments and agencies;

• Control operation, storage, pipeline transportation, processing, import and export of hydrocarbon activities;

• monitoring the activities of exploration and mining projects;

• monitoring the activities of logging sites substances career;

• control activities of operating spring waters, mineral water and thermal mineral water companies;

• the investigation of disciplinary cases in respect of exploration and mining companies;

• repression of violations of mining regulations

• centralization and exploitation of any information relating to the mining control over the national territory.

It includes, in addition to the Brigade Head, five (05) National Mining Controllers.  

Unit for the Promotion and Monitoring of Mining, Industrial and Technological Recipes
Under the authority of a Unit Head, the Unit for the Promotion and Monitoring of Revenue Mining, Industrial and Technology is in charge of:

- The development of strategies to increase mining revenues, industrial and technological;

- Monitoring the recovery of mining revenue, industry and technology, in conjunction with the Ministry of Finance;

- Management of the quotas of industrial and technological mining revenues allocated to the Ministry;

- The centralization of information and statistics relating to mining, industrial and technological revenues;

- Monitoring of the management of funds and financial programmes for the development of mines, industry and technology.

Strategy

ministre bondeCameroon has significant mineral resources largely under exploited. The contribution of the mining sector (excluding oil) in the GDP is still marginal (less than 1%).

In its (2035) long-term vision, Cameroon intends to join the ranks of emerging countries with a strong industrial and mining sector.
To accelerate industrialization, the country intends in its Growth and Employment Strategy (GESP), to intensify the exploration, exploitation and processing of mineral resources, attracting investors in these activities with high capital and technological intensity.
The exploitation of known future world class deposits will significantly boost this sector.

•  The essential of solid mining is confined more or less in the informal sector of artisanal mining.
•  No industrial exploitation of mineral substance on which a concession can be signed has yet emerged in Cameroon
•  Low dissemination of existing geological potential;
•  Lack of geological and mining data :
   - Absence of complete and reliable coverage in strategic geochemical and alluvial prospection
   - Cartography at 1/500 000 based on obsolete techniques (geochemistry, geochronology, GIS, ferromagnetism…..)
•  Low development of basic infrastructure (ports, roads, railways, energy);
•  Existence of institutions for the organization and management of the sector (MINIMIDT, IRGM, ...) and many more being created (National Mining Corporation, National Geological Service, mining cadastre, mining promotion agency;
•  Existence of a renovated legal and regulatory framework (Law of 2010 on the Mining Code supplementing that of 2001);

In this context of Cameroon's mining strategy is as follows:

Axis 1 : Improving the legal, regulatory and institutional framework (to make it more adapted to the requirements of the current economic and social context)

1.  Finalization of the text of applications of the Mining Code
2.  Institution of accompanying structures (National Mining Corporation, National Geological Service ....)
3.  Finalization and dissemination of the mining policy
4.  Capacity building of the sector management structures (human, material and financial Precasem ..)

Axis 2 : Development and improvement of the knowledge on mineral potential

a.  Elaboration of reliable geological maps and data (map at 1/200000) (updating mining data)
b.  Establishment of a Geological and Mining Information System (MMIS)
c.  Dissemination and promotion of geo-scientific data

Axis 3: Improving the exploitation of mineral resources

a.  Facilitating the development of synergies between the various stakeholders of the sector (forum, a platform of exchange)
b.  Establishment of an attractive fiscal framework
c.  Promotion of mineral resources at the national and international level
d.  Supervision and modernization of artisanal mining
e.  Reinforcing support infrastructure to exploitation activities
f.   Renforcement des infrastructures de soutien aux activités d’exploitations (railway lines, roads, ports)
g.  Promotion of employment in the mining sector

Axis 4 : Development of mineral resources (processing)

a.  Support the establishment of training facilities in the fields of the mining industry
b.  Support the development of local SMEs in the extractive industries
c.  Establishment of financing mechanisms of industrial actors (joint ventures)

As a conclusion:

a.  This strategy will favour the expansion of the mining sector which, truly, will position itself as an engine of renewed growth.
b.  “ In addition, the development of the mining sector through its ensuing effects on the rural sector and its relative importance in the country’s economic structure, is an important anchor around which can articulate the creation of wealth and jobs, as well as the fight against poverty”
